Here are the Mactan Cebu International Airport (MCIA) protocols for arriving domestic passengers.

All domestic passengers are advised to strictly comply with the necessary required documents and guidelines as set by the LGU’s point of origin prior to arrival in Cebu.

This is in compliance with the Provincial Government of Cebu and the Local Governments of Cebu City, Lapu-Lapu City, and Mandaue City regulations,

MCIA Protocols

Overseas Filipino Workers (OFWs) /Returning Overseas Filipinos (ROFS)
  • Passport
  • Quarantine Certificate stating the completion of the 14-day quarantine and negative PCR-test result
  • ID as proof of residence

OFWs are encouraged to register their information at the OFW Assistance Information System (OASIS) at oasis.owwa.gov.ph

Locally Stranded Individual (LSIs) include:
  • Non-OFWs or OFW applicants who are unable to leave the country and who wish to return to their home provinces
  • Filipinos or permanent resident visa holders who have returned to the Philippines

The above mentioned LSIs shall follow the following below protocols:

  • Medical Certificate from the Municipal or City Health Officer of the Local Government Unit (LGU) where the LSI was stranded.
  • Letter of Confirmation from LGU of destination under Cebu Province (not required for tri-cities (Cebu City, Lapu-Lapu City, and Mandaue City).
Essential Travelers
  • Round-trip plane ticket
  • Company ID/Proof of Profession stating the purpose of travel
  • Certificate of Employment/profession stating the purpose of travel.
  • Travel authority from the JTF COVID Shield
  • Certification from the Cebu Provincial Government (if the destination is one of the component cities or municipalities)
Persons Traveling for Medical Reasons
  • Certification from the LGU of residence
  • Certification from the Cebu Provincial Government (not applicable in Cebu City, Mandaue, and Lapu-Lapu City)
  • Medical Certificate from the LGU of residence
Persons Prohibited to Travel
  • Leisure purposes
  • Below 21 years years old
  • 60 years old and above
  • Pregnant women
  • Passengers with incomplete documents

Passengers Assistance
  • Passengers needing assistance may approach the government’s Information Assistance Desk at the Airport Village.
  • The Desk is open 24/7 and manned by the OWWA, DILG,  and LGU Cebu representative/personnel.

Passengers must constantly monitor their flight status and ensure that the needed documents are complete.
