Clark International Airport Travel Guidelines/Protocols


These are the approved uniform travel protocols for all local government units (LGUs) under the IATF Resolution No. 101:

  • COVID-19 testing is no longer required except if the LGU of destination requires before travel (RT-PCR test).
  • Quarantine is not required unless the traveler exhibits symptoms upon arrival at the LGU of destination.
  • Travelers should strictly comply with the public minimum health standards protocol (the wearing of facemask and face shield, physical distancing, hand hygiene, and cough etiquette).
  • In all Entry and Exit ports, Clinical and Exposure assessments will be made to ensure that only asymptomatic and non-close contact individuals can travel and enter the destination’s LGUs.
  • Authorized Persons Outside Residence (APORs) from the National Government Agencies and their attached agencies must provide the following:
    • Identification Card (ID)
    • Travel Order and Itinerary
    • Pass symptom-screening at the ports of entry and exit
  • System Registration

The following procedures shall be observed upon ARRIVAL from an international flight.

  1. ONLINE REGISTRATION (All passengers must fill up and submit the following forms upon arrival).

Allowed to Travel

Below is the list of travelers allowed entry to the Philippines as per the IATF-EID Memorandum 6 series of 2021.

  • All Filipino Citizens (Returning Overseas Filipino or Overseas Filipino Workers)
  • 9 (e) Visa Holders
  • 47(a)(2) Visa Holders
  • Foreign spouses and children of Filipino citizens traveling with them, provided they have valid visas at the time of entry.
  • Foreign seafarers under the “Green Lanes” program for crew change provided they hold a 9(c) crew list visa at the time of entry
  • Medical Repatriation and their escort/s duly endorsed by Department of Foreign Affairs- Office of the Undersecretary for Migrant Workers Affairs (DFA-OUMWA) or Overseas Workers Welfare Administration (OWWA).
  • Emergency, humanitarian, and other analogous cases approved by the NTF-Covid-19

Temporarily Not Allowed

  • Foreign Nationals
    • The personnel of the Bureau of Quarantine (BOQ) will validate the Health Declaration Card.
    • After submitting the Health Declaration Form, non-OFWs and Foreign Nationals will proceed to Philippine Airport Diagnostic Laboratory (PADLab) desk for the CIF verification and payment of Php4,000.00.
    Travelers must proceed to the designated One-Stop-Shop Booth for the Hotel assignment:
    • For land-based and sea-based OFWs, please proceed to Overseas Workers Administration (OWWA) booth.
    • Department of Tourism (DOT) for non-OFWs and Foreign Nationals. (Present hotel and transportation booking confirmation). Hotel accommodation can be book ahead online or from this accredited list of BOQ:
  4. HOTEL QUARANTINEProceed to your assigned bus for transport to your designated hotel for quarantine.
  5. RT-PCR TEST (Swab Test)
    • Medical Personnel will go to your hotel of accommodation on the 5TH Day for the mandatory RT-PCR Test (Results will be emailed within 24-48 hrs).
    • Passengers who exhibit symptoms at an earlier date while on quarantine will be tested immediately.
    • For the transport to your home destination, please coordinate with your assigned agency.
    • For foreign nationals and OFWs, you will be the one to arrange your transportation.
    • For Land-based OFWs, you may arrange your transportation with OWWA.

(If the RT-PCR (Swab Test) is negative, the passenger will be endorsed to their LGU of destination, who shall then coordinate the transfer of the said passenger from the quarantine facility to the LGU and will strictly monitor the remaining 14-day quarantine through their respective Barangay Health Emergency Response Teams (BERT)).

Non-OFWs include returning students, scholars, exchange visitors, diplomats, and tourists, among others; and their dependents.


The following are allowed to travel anytime:

  • Overseas Filipino Workers (OFWs) with a signed declaration signifying their knowledge and understanding of the risks involved as advised by the Philippine government
  • Students enrolled abroad
  • Participants accepted in exchange visitor programs.
  • Permanent residents of foreign jurisdictions
  • Stranded foreign nationals
  • Passengers leaving for humanitarian reasons
